Rock is a kind and friendly person. He is also quite street smart and rebellious like most teenagers. Rock follows in his idol's (Terry's) upbringing by being a help to others if it's possible. He only seems to show a different side of himself when in battle. He demonstrates more dominance, confidence, and can get very into the fight with noticeable enthusiasm.
Unfortunately, Rock is easily manipulated and swayed into doing something if it will benefit him. So this mostly reveals a sign of selfishness and a lack of resistance or will power in particular situations. Often, Rock will not acknowledge having relation to Geese or Kain and thinks ignoring and denying this problem will solve all of his inner turmoils. If he's ever pressed in this direction too much, he'll just get frustrated and try to avoid the subject. It's the only thing he can get genuinely angry about if his buttons are pushed just right.

Rock is the son of the most noteworthy crime lord (and most feared fighter) in all of Southtown, Geese Howard. Since Geese never recognized him, Rock was raised early on solely by his mother, Marie Heinlein. When Rock was still barely a child, Marie contracted a fatal disease. Rock was sent to an orphanage for some time until Terry Bogard learned of his existence after Geese Howard's death. Knowing Rock was Geese's son, Terry feared history would repeat itself if he left the boy, so he took in and raised Rock himself. Terry is also the one who taught Rock how to fight.
Although Southtown was later destroyed in 2000, Rock participated in the King of Fighters tournament which was held in a rebuilt Second Southtown after that. The final opponent was tournament organizer Kain R. Heinlein (who is revealed to be Rock's uncle). Upon winning, Rock discovered that the tournament was a ploy by Kain designed to bring Rock to him. Kain, aware that Geese Howard's will presumably held valuable secrets, but unable to discover them without assistance, won Rock's aid in working through the document and ultimately his partnership by offering information regarding Rock's mother (whom Kain claimed was still alive).
Later, Rock participates in the King of Fighters tournament held by the Mephistopheles gang (everyone believed that the tournament was being sponsored by a charity organization known as the Metatron Foundation). Immediately after this event, Rock takes this opportunity to run away from Kain's control... at least for as long as he can.
